In its Communication on the 2020-2030 Framework for Climate and Energy Policy, the European Commission proposes to reduce EU-wide greenhouse gas emissions by 40 % by 2030 compared to 1990. At the same time, the share of renewable energies will be increased to 27 % of gross final energy consumption. This proposal is based on a comprehensive impact assessment, the results and key messages of which are analysed by the Federal Environment Agency. The authors compare the greenhouse gas and energy efficiency of the Member States using indicators. Based on this, they will discuss options for a fair and cost-effective sharing of the Effort sharing target and the renewable target. Based on national scenarios, the report shows the potential for greenhouse gas reduction in Austria and the associated costs and benefits.
