This report gives an overview of the different techniques of genome editing and the resulting changes in genetic material. A proposal for a definition of genome editing is also presented. The second part of the report identifies open questions arising from the discussion on a possible change in legal regulation. This includes a presentation of relevant scenarios and their respective consequences and a discussion of open questions from the areas of risk assessment, and precautionary principle. The need for action is identified.
