Cross-community cooperation in the form of small regions in Lower Austria is based on the principle of voluntaryity. It serves to coordinate, define and implement regionally important objectives, strategies and measures. The advantages of the cooperation are diverse and range from cost savings and efficiency gains to the extension of the range of actions to the implementation of innovative measures and projects. The minimum size of a small region is as follows: 6 or more municipalities with a total of 8,000 inhabitants or between 3 and 5 municipalities with a total of 12,000 inhabitants
