In autumn 2009, the Federal Environment Agency, on behalf of the Federal Ministry of Labour, Social Affairs and Consumer Protection, carried out a study on the review of baby articles with regard to chemicals (phthalates, organotin compounds and organo-organic phosphorus flame retardants). 3 articles exceed the legally permitted maximum values for phthalates. In about half of the articles toxic organotin compounds and organophosphorous flame retardants were detected. The study shows that market surveillance is always necessary to achieve compliance with the European and Austrian phthalate bans. A system for certain organocinnous compounds is being implemented; a regulation under REACH should be sought for organophosphorous flame retardants. As a result of the investigation, the phthalate-containing products were withdrawn from the market and the distributors were asked to respect the freedom of the other substances found in their products.
