The CADA is an administrative court, presided over by a magistrate. It shall receive an appeal from any person who encounters difficulties in consulting or obtaining a copy of an administrative document and considers, in the light of the Decree of 22 December 1994 on the publicity of the administration, the relevance of any ground for refusal raised by the administrative authority.
