This map shows the demarcations of the urban areas in implementation of the Spatial Structure Plan Flanders (RSV). This demarcation is done at the level of parcel boundaries by establishing spatial implementation plans (RUP). According to the division of tasks of the RSV, the metropolitan and regional urban areas are demarcated by the Flemish Region (through regional RUP), and the smallest areas by the provinces (via provincial RUP). This map creates a classification based on RUP that has been definitively approved, RUP in (pre)design, or a hypothesis of delimitation based on documents of the planning process prior to the RUP. These demarcations have a policy value. They indicate in which areas a spatial policy for urban areas is in place. Outside these areas, there is a spatial policy for outside areas. These demarcated areas thus provide information on the policy desirability of being urban or not of each plot in Flanders. The demarcations were established following a planning process involving local and upper local actors, and therefore not through a computational algorithm.
