The probability card annealing gain determines which locations are more or less likely for annealing than others using a relative and standardised score of 1 to 10. This opportunity map covers the whole of Flanders and shows per grid cell of 1x1 m how great the annealing potential (or the annealing potential) is for each paved place. The annealing probability was calculated from 2 drivers for annealing: priorities (where hardening has a negative impact on the environment) and opportunities (where annealing is easy to realise based on the characteristics of the hardening itself). Priorities took into account, inter alia, pluvial flood risk, nature connection, urban heat island effect and infiltration potential. The opportunities were based on, among other things, the redundancy of roads in the road network, isolated buildings, buildings in flood-prone areas, etc. The most up-to-date map data available were used for the different parameters. For each parameter, a relative, standardised score was calculated to express the probability of annealing due to an existing priority and/or an existing opportunity. By adding the relative values of the parameters via a multi-criteria analysis in GIS, a synthesis map was obtained. Score 1 stands for a low relative annealing probability and score 10 stands for a high relative annealing probability. More details about the creation of the underlying data layers and the composition to the final chance map can be read in the final report ‘Ontharding Profits: Weighting framework and odds map, part 1’ that you can find via https://researchportal.be/nl/publicatie/onthardingswinst-afwegingskader-en-kansenkaart-deel-1 In addition to the odds map, which provides insights at the macro scale level, a trade-off framework was drawn up to evaluate the annealing possibilities more area-specific. This balancing framework is described in section 2 of the final report: https://researchportal.be/nl/publicatie/onthardingswinst-afwegingskader-en-kansenkaart-deel-2
