The coverage rate is the ratio between the total number of places and an estimate of the number of children of age to attend foster care. The method of estimating this number of children differs for French- and German-speaking municipalities. For Francophone communities, these are children from 0 to 2.5 years old. This takes into account that children generally do not attend a foster environment before the age of 3 months and enter school between the ages of 2.5 and 3. The number of children 0 to 2.5 years old is calculated as the number of children 0 to less than 1 year old, from 1 to less than 2 years, to which 50 % of children aged 2 to less than 3 years are added. For German-speaking municipalities, these are children from 0 to less than 3 years old. This takes into account the fact that children cannot attend school before the age of 3. The number of children is calculated from the National Register data on 1 January of the following year.
