A building permit is an authorisation to start work as part of a construction project. As such, it is the last step in the procedures implemented by the public authorities in terms of urban planning and the issue of building permits, before the start of the works. An index based on these permits is likely to give a good indication of the workload that is awaiting the building industry in the near future. However, this may not be the case where a high proportion of permits are not used or there is a significant discrepancy between the date of issue of the permit and the start of work. The share of authorised apartment units among all authorised dwellings provides information on the annual potential production of dwellings in collective buildings (apartments) compared to buildings of a single dwelling. It concerns new constructions and not housing created under renovation.
This indicator thus provides additional information to the ‘part of apartments’ indicator (cadastral data on existing ones) by showing how the share of existing apartments is likely to change in the future depending on construction projects.
