Within the framework of the municipal anchor plans, the Directorate of Private Housing, Information and the
Control (DSOPP, formerly “Directorate of Subsidies to Public and Private Organisations”) of the SPW
performs an accurate and complete census of the public rental park, by municipality.
Each municipality must declare the number of public dwellings it intends to rent on its own
territory. This inventory must be approved by the Municipal Council. These figures may influence the
future anchors but also the sanctions provided for in Articles 188 and 190 of the Walloon Code of
sustainable Housing. This is indeed a declared number.
The following shall be regarded as "public housing:
— transit or insertion housing created and occupied as such
— rented housing belonging to the municipality, the CPAS or the Régie autonome
— dwellings managed by private and public owners, through an AIS, a SLSP or a non-profit organisation
— housing managed by FLW
— housing managed by the Central Office of Social and Cultural Action of the Ministry of Defence (OCASC),
— housing created as part of Community Land Trust formulas
— residential housing services, whether social or not, provided that they are managed by an operator recognised by the Code
— emergency housing
Rooms of privately owned Rest and Care Homes (MR-MRS) cannot be considered as public dwellings.
For collective housing, each unit must be counted as a dwelling.
Under the Code, housing “ILA” (Local Home Initiative) is not considered as public housing.
Emergency housing cannot be assimilated to transit housing. However, they can be accounted for in the quota for public housing. They were therefore taken over.
Finally, future public housing during construction is counted and listed only when they are actually occupied as such.
The indicator refers the number of public dwellings listed to the number of private households in the municipality to calculate the share of households living in public housing.
