The deficit zone is the residential area that represents the opposite of the given range zone.
By building block and neighbourhood-use greens and squares we mean:
— publicly accessible use green: parks, pocket parks, hanging green, fort green, dog walking zone, city forest, play forest, cemetery, green playgrounds, public accessible building green
— publicly accessible paved spaces: squares, green squares, small street corner squares, sports grounds (NOT: roads, footpaths and cycle paths)
— building block (less than 0.5 ha or 5.000 m²): for example, greenery around Saint Paul’s Church, Throne Place, Conscience Square
— neighborhood (greater than 0.5 ha or 5.000 m²): for example Harmoniepark, Dageraadplaats, Grote Markt, Theaterplein
This data layer shall be updated annually in January, provided that the provision is managed and updated annually by the competent sector/service.
The facility has a certain range based on walking distance, taking into account important barriers (water, ring, highway, rail,...) and safe crossings for weak road users (tunnels, bridges, crossroads with traffic lights). A neighbourhood and neighbourhood facility is given a walking distance of respectively 400 meters and 800 meters (resp. 5 and 10 min walk). Facilities that operate on district (district or postal code) have a range of 1600 meters (20 min walk or 8 min cycling). In combination with the deficit zone, this layer gives an overview of the spatial distribution of this facility. This allows the policy to plan a balanced spatial distribution of the supply based on walking distance.
