Signal areas are not yet developed areas with a hard regional plan destination (residential area, industrial area,...) that can also function in dealing with flooding because they can overflow or because of specific soil properties they act as a natural sponge. If after thorough analysis of a signal area it appears that the risk of flooding during the development of the area according to the destination becomes greater than the Flemish Government decides to a follow-up trajectory for that area. In the follow-up process, the Flemish Government defines a development perspective for the area and determines through which instrument the development perspective should be realised. If the signal area needs a different destination, the Flemish Government also indicates to the board that the initiative must be taken to realise the re-use. More information on the distinction between the different categories can be found in the starting decisions https://www.signaalgebieden.be .
