The levy should encourage groundwater consumers to use groundwater sparingly. It also aims to promote the use of more sustainable alternatives, such as rainwater use. The amounts of the levy received are transferred in full to the MINA Fund. The charging policy is based on the principle of low and territorial factors. These factors are built into the charging formula. The low factor refers to a main hydrogeological unit (HCOV code) and is used for layers which, as a whole, require an enhanced charging policy. The area factor allows for local differentiation of the levy for a specific layer (HCOV main unit), depending on the area-specific groundwater problem, e.g. for the identified groundwater action areas. The territorial factors apply for the charging years 2 018 to 2023.
