Environmental noise in the Republic of Croatia is regulated by the Noise Protection Act (NN Nos 30/09, 55/13, 153/13 and 41/16) which transposes Directive 2002/49/EC on the assessment and management of environmental noise. The law lays down measures to avoid, prevent or reduce harmful effects of noise on human health caused by environmental noise, including noise disturbance. The measures shall be implemented in such a way as to determine exposure to environmental noise by producing noise maps on the basis of methods for assessing environmental noise, by ensuring the availability of data on environmental noise to the public, and finally by drawing up and adopting action plans based on the data used in the production of noise maps.
The Act determines the obliged entities to produce strategic noise maps, as well as obliged entities to draw up and adopt action plans designed to manage environmental noise and its adverse effects, including noise protection measures.
The Ministry of Health collects and keeps records of strategic noise maps produced and submits them to the European Commission. Strategic noise maps shall be made using calculation methods for the calculation of emissions and noise propagation emitted from known noise sources in the geographical area. Strategic noise maps include sources of noise from road transport, rail transport, air transport and industrial plants and installations.
Strategic noise maps have been produced by obliged entities with data for 2011, which have been submitted to the European Commission via the EIONET system. Strategic noise maps are harmonised permanently with changes in space, and must be renewed or produced every five years.
