The municipal plan is the overall plan for the physical development of the city. The municipal plan must contain the main structure, guidelines and framework for local planning. The main structure is the overall objectives of the city’s development and land use. The objectives concern, among other things, the expansion in the municipality with housing, workplaces, transport services, energy supply, public service and recreational areas. The guidelines set out the basis for the administration of land use. These are topics such as where different urban purposes should be located, where traffic facilities should be located and to preserve cultural heritage, landscape and nature.
