Total financing for development comprises net disbursements of official development assistance (ODA), other official flows (OOF) and private flows (mainly foreign direct investment, or FDI). ODA consists of grants or loans that are undertaken by the official sector with promotion of economic development and welfare in the recipient countries as the main objective. Private flows include private export credits, direct investment and financing to multilateral institutions. OOF are transactions which do not meet the conditions for eligibility as ODA (or official aid), either because they are not primarily aimed at development, or because they have a grant element of less than 25%. DAC (Development Assistance Committee) countries refer to developing countries and territories on Part I of the OECD DAC List of Aid Recipients for which there is a long-standing United Nations target of 0.7% of donors' gross national product.
