Dataset description
Activation date: 2021-08-24
Event type: Wildfire

Activation reason:
The CEMS Risk and Recovery Standard (RRM STD) has been activated by the Spanish General Directorate of Civil Protection and Emergencies (CENEM) on behalf of the Ministry of Interior of Spain, D. G. Guardia Civil and Jefatura del Seprona, following the forest fire that broke out over the municipality of Ezcaray in La Rioja region (North-Eastern Spain), started on the 21st August 2021 at about 13:20 (local time) and it was extinguished on the 23rd August. More than 100 hectares were affected in the Monte San Lorenzo, produced by two outbreaks in the Ezcaray area between Posadas and Azárrulla. The goal of the activation is to provide wildfire damage delineation and grading products that will support the police investigation. The P07-Wildfire delineation and grading product has been generated by using post-event VHR satellite images. The analysis resulted in 78.98 ha burnt in the AOI, of which 5.15 ha only slightly damaged, 68.50 ha moderately damaged, and 5.33 ha highly damaged. The P14-Impact assessment analysis on assets and population shows that the main transportation network is characterised by unpaved cart tracks presumably serving the local agriculture, forestry, energy, and tourism industry. In terms of area, moors and heathland suffered the highest total damage, but they are also the two most common vegetation types in the AOI. Conversely, a small portion of the vegetation belongs to the broad-leaved forest, which was moderately damaged. The agricultural sector was not affected by the fire event and no damages were reported, as no arable lands occurred in the AOI. The fire ravaged inside an unpopulated area, therefore no inhabitants were affected by the event.
