The vast majority of the methodological elements used come from the work jointly led by the Fédération ATMO France, CITEPA and INRIS within the framework of the National Coordination Centre for Territorial Inventory (PCIT) led by the Directorate General of Energy and Climate of the Ministry of Ecological and Solidary Transition and published in the Methodological Guide for the preparation of territorial inventories. It is a complex technical guide to recommend methodologies for the development of inventories of pollutant and greenhouse gas emissions at the territorial level. The elements presented here come from the new version of the guide (June 2019 version), validated by the Ministry of Ecological and Solidarity Transition. This version 2 is an update of the first guide published in November 2012.
