Vulnerable zones are all areas that feed into or likely to be affected by nitrate pollution and contribute to the pollution or threat of pollution.
The designation of vulnerable zones shall be based on the nitrate content of fresh waters and the eutrophication status of surface fresh water, estuary waters, coastal and marine waters resulting from the monitoring programme while taking into account the physical and environmental characteristics of waters and land, scientific and technical knowledge and the results of the action programmes.
Certain areas which are considered to be vulnerable may also be designated as vulnerable areas in order to ensure the effectiveness of the measures of the action programmes.
In these areas action programmes entail a series of measures for the farmers concerned:
• The observance of periods of prohibition on the application of nitrogen fertilisers, as of this winter.
• The realisation of an annual manure plan for all the parcels concerned by the zoning.
• Keeping a register of fertilisation practices (spreading book).
• The requirements for the storage of livestock manure.
• The limitation of the amount of nitrogen contained in livestock manure which can be applied annually by each holding.
• Minimum storage capacity required for livestock manure.
• Carrying out at least one soil analysis each year.
