Les demandes d'urbaniser (déclaration préalable, certificat d'urbanisme, permis de construire ou d'aménager...) situées dans les espaces agricoles ou naturels sont soumis à l'avis conforme de la Commission Départementale de Protection des Espaces Agricoles, Naturels et Forestiers (CDPENAF) préalablement à la décision de l'autorité administrative compétente (en général les communes, l'Etat dans certains cas)
