Wind development areas (EEZs) are defined, on the proposal of the municipalities concerned, according to winds (“wind potential”), the possibilities for connection to the electricity grids, public safety, the protection of landscapes, biodiversity, historical monuments, archaeological heritage and remarkable and protected sites. Only wind power plants located in these ZDEs benefit from the obligation to purchase at tariffs fixed by ministerial decree.The creation of a new ZDE is the subject of a prior application by the commune(s) (whose territory or parts of the territory is included within the proposed area) or by a public institution for inter-communal cooperation for own taxation (EPCI), subject to the agreement of the member municipality(s) whose whole or part of the territory is included in the area concerned. It is authorised by the prefect of the department.A wind turbine development area is characterised by a minimum and maximum installed capacity of installations producing electricity from mechanical wind energy. (cf. Article 10(1) of Law No 2000-108 of 10/02/2000). Any new wind development zone (DEZ) must be part of one of the areas favourable to wind once the regional wind scheme is adopted.
