The territorial air energy climate plan (PCAET) is the operational tool for coordinating the inter-communal energy transition:
It must define the territory’s strategic objectives in order to mitigate, combat and adapt to climate change, in line with France’s international commitments. The action programme aims at energy efficiency, the coordinated development of energy distribution networks and renewable energy generation and recovery, and storage, the limitation of greenhouse gas emissions and the anticipation of the impacts of climate change.
Who needs to do a PCAET?
Since the Energy Transition for Green Growth Act 2015:
— EPCI with more than 50,000 inhabitants to adopt their PCAET by the end of 2016
— EPCI with more than 20,000 inhabitants to adopt their PCAET by the end of 2018
— EPCI that exceed 20,000 inhabitants or created after 1 January 2017 have two years to adopt their PCAET (Mobilities Guidance Act of 24 December 2019)
The Provence-Alpes-Côte region has 36 EPCI with more than 20,000 inhabitants, who have to carry out a PCAET. Four EPCI voluntarily embarked on the process.
Four departmental working groups led by the State, the ADEME and a study office are able to support all the territories in their approach, informing about regulatory or thematic news and exchanging around good practices.
