The PPRN is the only specific procedure for taking natural risks into account in the development. The Act of 2 February 1995 establishing them repealed the previous laws. The old procedures: Plans of Submersible Surfaces (S.S.P.), R. 111-3, Approved Risk Exposure Plans (REPs) are PPR.
The completion of a RPP consists of 6 main steps: Prescription order; Development of the project; Consultation and public inquiry; Project changes, if any; Approval order; Annexation of the RPP to urban planning documents
The longest and most challenging phase of the project is Phase 2, i.e. the project development phase.
This stage consists of several phases:
* Hazard determination (A map of hazards is drawn up from a collection of information to characterise the natural phenomena to which the risk pool is exposed.)
* Identification of the issues subject to this hazard (Qualitative assessment of land use and land use patterns of the issues present in the flood zone.)
* Definition of regulatory zoning by cross-checking (By overlaying hazard maps and issues, a risk zoning is achieved.)
* The development of a regulation
