A municipality that is a member of an EPCI may choose to:

— delegate it to another public institution or body
— retain this competence.
This creates “areas of competence” different from the administrative boundaries of the EPCI.
The areas of competence are defined by prefectural decree.
This layer comprises the “Regional Areas of Competence in River Management” (Syndicates) as defined on a department on a given date.
