Artificialisation can be defined as “the transformation of natural soil, agricultural or forestry, through management operations which may lead to partial or total waterproofing” (CEEREMA definition). This is a major challenge in Île-de-France where land pressure is high, including a significant need for housing construction and development of transport and rare natural, agricultural and forestry areas to be protected.
The Land Files (FF) of the Directorate-General for Public Finance (DGFiP) describe in detail the land, the premises and the various property rights associated with them on 31 December of a year. FFs do not have data on artificialisation in their own right. Each year they measure the entire construction on a territory and whether or not there is a plot built. A specific treatment of the raw data is therefore carried out by CEREMA.
By comparing the annual vintages, they allow a monitoring over time of the evolution of land tenure and thus indirectly the artificialisation of the soil.
