A PCAET is a Territorial Climate Energy Plan.
It follows from the Law on the energy transition for green growth (LTECV) of 17/08/2015.
The compulsory carriers are the EPCI with own taxation of more than 20,000 inhabitants, for the department of Bouches-du-Rhône, they are the metropolis of Aix Marseille Provence (AMP), the Pays d’Arles, Terre de Provence and the Vallée des Baux Alpilles.
It applies to all activities in the territory to identify: where air pollutant emissions come from, what is the net CO2 sequestration rate and territorial emissions of Green Effect Gas (GES), the share of final energy consumption by major sectors of activity, the location of electricity transmission networks — gas — heat, a state of production of Renewable Energy (ENR) and the vulnerability of the territory to the effects of climate change.
Its objectives and action programme must be defined at territorial level: reduction of GHGs, adaptation to climate change, improved air quality, energy sobriety, improvement of energy transmission networks and development of RES.
PCAET is a strategic and operational planning approach that mobilises all economic, social and environmental actors.
