The Natura 2000 network comprises 2 types of regulatory areas: special Protection Areas (SPAs) and Special Areas of Conservation (SACs).Special Areas of Conservation (SACs) aim to conserve the habitat types and animal and plant species listed in Annexes I and II to the European Habitats Directive of 21 May 1992. To designate the SACs, each Member State shall submit its proposals to the European Commission in the form of a pSIC (proposal for a Community Site of Interest). After approval by the Commission, the PSIC is listed as a Site of Community Interest (SIC) for the European Union and is integrated into the Natura 2000 network. A ministerial order then signs the site as a SAC.
