Zoning is considered the heart of a PLU. It is described in the urban planning code by different constituent areas:
Article R 123-4. The Regulation delimits urban areas, areas to be urbanised, agricultural areas, and natural and forest areas. It lays down the rules applicable within each of those zones under the conditions laid down in Article R. 123-9 (...)
