To date, with approximately 99 per cent of water-served housing and almost 85 per cent of collective sanitation, water and sanitation facilities in the Territory are almost complete. The quality of service to users will increasingly depend in the coming years on good management of the heritage in water and sanitation networks. In order to specify the actions to be taken, Law 2011-788 of 12 July 2010 on a national commitment for the environment (Law Grenelle II) requires the organising authorities to have by 2013 an inventory of their assets by collecting the available data on the characteristics of the networks, and to define an action plan to reduce water losses in distribution systems where they exceed a threshold set by decree.
The Grenelle II Act thus complements the measures already taken for the control of expenditure on improvement and renewal of networks with the self-monitoring of sewerage networks under the Urban Waste Water Directive and the monitoring of the use of provisions for renewal in the context of the delegation of services pursuant to the Water and Aquatic Environments Act of 30 December 2006.
