For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk.
Depending on the hazard level, each area is subject to an enforceable settlement. This PPR defines 2 types of zones:
— red zone corresponding to the urbanised areas located in strong hazard and non-urbanised areas, regardless of the level of hazard (fields of expansion of floods to be preserved). In these areas, only new constructions and developments directly linked to the
management, maintenance and operation of space, subject to compliance with requirements to reduce vulnerability and very limited extensions of existing buildings. All urbanisation is prohibited. It is subdivided into 3 sub-areas:
— UK: area of strong hazards in urban center
— RD: upstream sector of the Constellium dam
— R: other red zone
— orange area corresponding to urbanised areas affected by medium or low hazard where urbanisation is allowed provided that the vulnerability is not aggravated
