The plan for the prevention of natural hazards is a document produced by the State which regulates the use of land according to the natural risks to which they are subject. These rules range from the prohibition on construction to the possibility of building under certain conditions.
Risk prevention is included in the planning contracts and in the natural and rural areas scheme. Preventive information to citizens, according to Article 21 of the Law of 22 July 1987, must promote awareness of the risks. The protection of inhabited places, by works carried out by the State or by local authorities, helps to reduce the vulnerability of existing ones, and aims to improve living conditions in the face of risks. Finally, emergency and evacuation plans set out in advance the conditions for the organisation of crisis management in settlements subject to a natural event.
