The potentially unworthy private park (PPPI) is a pre-identification tool for unworthy housing that allows FILOCOM (File of Housing by Commune) land to prioritise territories according to the number and density of the PPPI of each, and to characterise situations of unworthy habitat.
It does not work at the address and therefore does not allow identification of the buildings to be processed from an operational perspective within restricted perimeters. To this end, other types of data should be mobilised (built property file, housing tax matrix, file of complaints and reports for insalubrity, etc.), without being able to avoid field investigations, as is done in OPAH’s pre-operational studies.
