The SCOTs, defined by Article L.121-1 of the Urban Planning Code, are a tool of urban and territorial policy at the level of a basin of life. In a SCOT, the elected representatives together set out the guidelines for the development of a territory in line with the objectives of sustainable development, in particular in the areas of housing, trade and transport. SCOTs replace master plans (SDs).
