The table N_ZUS_1997_2014_075 delimits the Sensible Urban Zones of Paris, listed by Decree No 96-1156 of 26 December 1996.
Created by Act No. 96-987 of 14 November 1996 on the implementation of the urban recovery pact, sensitive urban areas (ZUS) were infra-urban areas defined by the public authorities to be the priority target of city policy. Delimited by Decree No. 96-1156 of 26 December 1996, these zonings entered into force on 1 January 1997. As of January 1, 2015, they have been replaced by the city policy priority neighbourhoods (QPV).
The ZUS were defined by the Act of 14 November 1996 as areas “characterised by the presence of large settlements or degraded areas of habitat and by an increased imbalance between housing and employment”. They were identified on the basis of qualitative criteria (large ensembles, employment/habitat imbalance), through a joint analysis of communities and the state.
