In order to reflect all the environmental issues and the constraints they pose for development, and as a continuation of the Water Agency/ADEME study, the mobile hydropower potential has been classified according to the regulations applicable to the water body concerned into four categories:
— non-mobilizable potential
— difficult to mobilise potential
— movable potential under strict conditions
— movable potential without special constraints — where no regulatory protection tool affects the watercourse
Similarly, the structure of the database has been adapted to take into account these different categories in which rivers can be classified. Thus, when a watercourse is affected by several regulations, the most binding issue is required. This will, in particular, identify cases where the identified potential is defined as non-mobilizable or difficult to mobilise solely because of the current classification of the watercourse.
