The MAPTAM Act established for the municipal bloc the obligation to exercise the competence of management of aquatic environments and flood prevention, known as GEMAPI, which has 4 tasks. The own tax EPCI have the possibility of grouping together as a trade union to exercise all or part of the GEMAPI.
Each basin develops a strategy for organising local water skills (SOCLE), which includes:
• “a description of the distribution between local authorities and their groups of competences in the field of water”
• “proposals for the development of cooperation arrangements between local authorities in the areas at stake in the light of an assessment of the coherence of the boundaries and of the exercise of the powers of the existing groups”.
A first version of the strategy was adopted by the Coordinating Prefect on 5 March 2018.
It is the subject of a revision which led to an update of the state of play part in the summer of 2019 for drinking water (AEP), collective sanitation (AC) and GEMAPI competences.
