The Water Planning and Management Scheme (SAGE) is a collective planning document for a coherent hydrographic perimeter and sets general objectives for the use, development, quantitative and qualitative protection of the water resource. It must be compatible with the Master Plan for Water Planning and Management (SDAGE). The scope and time frame within which it is drawn up shall be determined by the SDAGE. Failing that, it shall be adopted by the prefect(s) of department, where appropriate on a proposal from the local and regional authorities concerned. The SAGE is established by a Local Water Commission (CLE) representing the various actors in the territory, submitted to a public inquiry and is approved by the Prefect. He has a legal framework: the regulation and its mapping documents are enforceable against third parties and decisions in the field of water must be compatible or made compatible with the plan for the sustainable management and management of the water resource. Planning documents (scheme of territorial coherence, local planning plan and municipal map) must be compatible with the protection objectives defined by the SAGE. The departmental career plan must be compatible with the provisions of the SAGE.
