Deferred development areas may be established by a reasoned decision of the State representative in the department. In deferred development areas, a right of pre-emption, which may be exercised for a period of six years renewable from the publication of the act that created the area. Articles L213-1 et seq. and R213-1 et seq. of the Urban Planning Code describe the procedures for establishing and exercising the right of pre-emption in the ZADs.
Pursuant to Article R153-52 7°, the perimeter of the ZADs must be annexed to the planning document.
