Service WFS — The Observatoire des Sols at the communal level (also called “OS communale” or “OSCOM”) is a geomatic tool developed in the framework of a partnership work involving the DRAAF of the former region Haute-Normandie (on the initiative of the project), the DDTM Seine-Maritime, the DDTM of Eure and the DREAL of the former region Haute-Normandie under the auspices of a Copil SIG interservice DRAAF/DREAL/DDTMs.
It consists of generating vintage graphic layers using a successive integration algorithm of a set of reference graphic layers, of the same vintage (except the forest layer dating from 2000), e.g. from the BD-TOPO® and the BD-FORET® of IGN©, the agricultural GPR of the ASP and the Majic parcel of DGFiP.
The objective is therefore to be able to estimate land cover and its evolution at the municipal or supra-communal level using a pragmatic approach based on a purely computer-based processing of heterogeneous layers, in particular in terms of precision, which implies taking precautions as to the use of the results obtained.
The nomenclature used for this project is based on level 2 of the Corine Land Cover nomenclature.
It consists of 5 posts at level 1 (0-Mixed spaces, 1-Artificised territories, 2-Agricultural territories, 3-Forests and semi-natural environments, 5-Wurfaces in water) and 14 level 2 posts (00-Mixed spaces, 11-urbanised areas, 12-industrial or commercial areas and communication networks, 13-Mines, landfills and construction sites, 14-Non-agricultural artificialised green spaces, 15-Unbuilt spaces awaiting requalification, 20- Mixed agricultural land, 21-Arable land, 22-Permanent crops, 23-Prairies, 24-Other agricultural land, 31-Forests, 32-Milieux with shrub and/or grass vegetation, 51-Mainland waters).
