[DREAL OCCITANIA] Communes concerned by an Atmosphere Protection Plan (APP)

At local level, the Atmosphere Protection Plans (APPs) define objectives and measures to reduce air pollutant concentrations below regulatory limit values within agglomerations of more than 250 000 inhabitants and areas where regulatory limit values are exceeded or are likely to be exceeded. Plans to protect the atmosphere: gather the information necessary for the inventory and assessment of the air quality of the area concerned; list the main measures, preventive and corrective, of temporary or permanent application, to be taken to reduce emissions from stationary and mobile sources of air pollutants, to use energy rationally and to achieve the targets set by national regulations; establish permanent and temporary emergency measures to reduce air pollution on a chronic basis; include a section defining the procedures for triggering the alert procedure, including information on the main emergency measures concerning the stationary and mobile sources likely to be taken, the foreseeable frequency of triggers, the conditions under which operators of stationary sources are informed and the conditions for informing the public. PPPs are subject to an annual review and evaluation every five years. The Prefect may revise the PPP following this assessment. PPP measures cover all air pollutant-emitting sectors: transport, industry, agriculture and residential-tertiary. The measures are coordinated with a large number of actors and some of the measures are carried out by local and regional authorities, including a number of transport-related measures. The prefect of each department concerned shall implement the measures applicable within that area by order adopted after the opinion of the departmental environmental and health and technological risk council(s). The Occitanie region has 3 PPPs for the agglomerations of Montpellier, Nîmes and Toulouse: — order approving the PPA for the urban area of Nîmes: the perimeter defined is the SCoT of the south of the Gard — order approving the Montpellier PPP: the perimeter is the urban area of Montpellier except the municipality of Corconne — order approving the PPA for the Toulouse agglomeration of 24/03/2016 listing the municipalities concerned.
