A solar photovoltaic system consists of two elements:
photovoltaic modules to transform the radiative energy of the sun into electricity
an electronic device called inverter so that this DC electricity is converted into alternating current and compatible with the distributed current.
The electricity generated is sold at a purchase price guaranteed by a decree and a 20-year contract. The specificities of this decree, usage criteria and technical criteria, are explained in the circular of 1 July 2010, the evolutionary annexes of which are available on the Ministry’s website.
For installations with a power capacity exceeding 250 kWc, the sale of electricity also requires a certificate giving entitlement to a purchase obligation specifying the technical characteristics
of the installation (certificate issued by the Prefecture and/or by delegation the DREAL — Energy Division). The electricity purchase obligation for installations using radiative energy of the sun applies only to installations with an installed capacity of 12 megawatts or less.
CEDOA: certificate issued by EDF for the purchase of electricity, without it by an obligation to buy back by EDF
The objective is to have a parcel perirmer that corresponds to a building permit or a prior declaration filed. 1DP. 1PC=1state: either authorised or abandoned
In the absence of COVADIS standart, the data structuring was carried out by DREAL (DEC) see attached table. The structure has been validated by the Energy Division.
This table contains only projects for which a building permit or prior declaration has been submitted.
The purpose of this layer is industrial or high-power photovoltaic projects, small projects on private buildings outside DDT.
Applications for building permits for shades, greenhouses and roofs, and projects for ground power stations dedicated to self-consumption are the responsibility of the mayor.
Far from having the completeness of these projects under the jurisdiction of the mayor, the choice was made to represent all projects of which DDTs are aware.
The current layer was developed following an information gathering in 2017 and published in July 2018. There are no plans for the departments of Gard and Lozère for two different reasons:
— At the time of that census, there was no project in Lozère.
— For the Gard, the DDTM30 asked us to publish the projects only at the municipal level. In these circumstances, it was not possible to assemble these elements to the whole of a layer with a parcel vocation.
