Initiated in July 2005 by decision of the Interministerial Committee for Regional Planning and Competitiveness, this Grand River Plan is defined as a mastered development project preserving the general environment of the river while exploiting its potential.
The development phase of the Garonne plan in 2006 was placed under the responsibility of the State. However, it was conducted in the framework of a very close partnership with all the water stakeholders in the territory within a steering committee and a technical development committee (territorial communities, state departments, main users, etc.).
In this scheme, the syndicate d’études et d’aménagement de la Garonne (Sméag) held the role of technical secretary responsible for facilitating the development work, in cooperation with Smiddest on the issues concerning the Gironde estuary.
This development phase was concluded on 19 March 2007 with a validation of the contents of the plan by its steering committee.In order to ensure consistency between the Plan Garonne and the ongoing integrated management procedures (SAGE Vallée de la Garonne, SAGE Estuaire and SAGE Neste Ourse), the perimeter encompasses the perimeters of these steps.
