The National Action Plans for Threatened Species are one of the policies put in place by the Ministry of the Environment to try to stop the erosion of biodiversity. They are codified in Article L.414-9 of the Environmental Code:
‘National action plans for the conservation or recovery of the species referred to in Articles L. 411-1 and L. 411-2 and of species of pollinating insects shall be drawn up and, after consultation with the public, implemented on the basis of the data of the competent scientific institutes where justified by the biological situation of those species. These plans take into account economic, social and cultural requirements as well as the imperatives of national defence. Information on the actions provided for in the plans shall be disseminated to the interested public; the prescribed information shall also be available to them throughout the duration of the plans, in the relevant geographical areas. A decree shall specify, where necessary, the detailed rules for the application of this Article.’
The PNA Chicken PNA (concerning 4 of the 5 species of France: Grey p-g, southern P-g, redheaded P-g and pink-breasted P-g, all breeding in Occitanie) is coordinated at national level by DREAL Grand-Est and is currently being drafted in 2011. This was entrusted to the National OLA. DREAL Occitanie, which is associated with this plan, has, in advance, entrusted since 2008 to Méridionalis (internal technical coordination: LPO Hérault) animation of follow-ups and actions for the most rare species: the Pink-breasted Shrike (which only breeds in France in Occitanie).
In addition, the Pink-breasted Shrike (like all the Pigs) is a protected species — at national level and as such, under the Order of 29 October 2009 laying down the list of protected birds throughout the territory and the detailed rules for their protection (Article 3):
‘The following shall be prohibited throughout the metropolitan territory and at all times:
—intentional destruction or removal of eggs and nests;
—the deliberate destruction, mutilation, capture or removal of birds from the natural environment;
—the intentional disturbance of birds, in particular during the period of breeding and dependence, provided that the disturbance calls into question the proper completion of the biological cycles of the species in question.
II- The destruction, alteration or degradation of breeding sites and resting areas of animals shall be prohibited in parts of metropolitan territory where the species is present and in the natural movement of the nuclei of existing populations. These prohibitions shall apply to physical or biological elements deemed necessary for the reproduction or rest of the species concerned, for as long as they are actually used or usable during successive breeding or rest cycles of that species and provided that destruction, alteration or degradation jeopardises the successful completion of those biological cycles. “
The following zoning therefore corresponds to an almost complete geographical delimitation (i.e. current knowledge) of the physical and biological spaces referred to in the definition in point II, for this species in our regional territory, which also coincides with the current national distribution.

The Pink-breasted Shrike spends only 3 to 4 months on its nesting territories in France and winters in the southwest of the African continent, which it joins by an eastern migration route. The species has been in constant decline for a century, with a clear acceleration from the 1960s/1970s. Currently, only a few colonies totalling less than 20 couples in total (17 in 2010) remain in France in Occitania. She returned to her nesting territories in May to leave them at the end of July. It nests in open land dotted with large trees (ashs in marshes or platan alignments along the road in the vineyards with brownfields.
