Areas removed from flooding are already defined in the barrier framework to
the flow (ROE) of the water information system (SI Water) as protected areas
against flooding.
‘A protected area is a geographical, contiguous, flood-protected entity
(from a stream or sea) by a set of dikes and sections. In other words, a
protected area is an area exempted from natural flooding by the existence of a set of
dikes and sections.
The area protected by a section or dike includes all the land
naturally floodable which would be drowned, totally or partially, in the event of a rupture of
one of the sections protecting it or long-lasting overflows of one of these sections. »
(Definition of SANDRE [4])
For the application of the Flood Directive, the zone exempted from flooding corresponds to the
area that would have been flooded in a given flood scenario if the protective structure
didn't exist.
