Il s'agit des installations visées par la directive IPPC (Integrated Pollution Prevention and Control), visées à l’annexe I de la directive 2010/75/UE du Parlement européen et du Conseil du 24 novembre 2010 relative aux émissions industrielles, situées dans la surface inondable, dans le TRI et, dans le cas des débordements de cours d'eau, à l'amont de celui-ci dans une limite de 30 kms. Les IPPC sont les ICPE (installations classées pour la protection de l'environnement) les plus polluantes.
