An ICPE is a facility that is likely to cause harm or risk to the environment, as a result of its activities and the products present on the site.
The European Seveso 2 Directive 1996 (which replaces the 1989 Seveso Directive) concerns certain installations classified for the protection of the environment using dangerous substances or preparations. The Seveso Directive, contrary to the ICPE rules, concerns only major industrial risks and does not address the issue of nuisance. These rules introduce two classification thresholds: “Seveso Low Threshold” and “Seveso High Threshold”.
Activities covered by the legislation of classified installations shall be listed in a nomenclature which makes them subject to a system of authorisation, registration or declaration according to the magnitude of the risks or disadvantages that may arise.
