The AUDeG has published a mapping atlas of land potentials (available for free download on its website: www.audeg.fr/ressources/zoom_ressource.asp?id=165&srub=3&ssrub=1).
This atlas makes it possible to repeat and qualify land deposits. The methodology of the AUDeG has been developed from the database of urban tissues (itself developed by crossing land files, comic books and cadastre), urban planning documents and risk prevention plans available in the territory. The treatments resulted in the identification of the two types of potential (hollow teeth and bottoms of plots) differentiated according to their destination (habitat or activity).
Although it has the advantage of being able to obtain an overall picture of the potential for densification throughout the territory and by distinguishing between residential and economic purposes, the work of the AUDeG does have certain limitations. They are linked on the one hand to the databases requested and, on the other hand, to methodological choices.
Databases
The drawings of the cadastre and comic books are incomplete and do not necessarily correspond to the actual contours of the buildings. These biases may not only distort the detection of unbuilt plots, but also the calculations of the ground right-of-way coefficient and the position of the frame.
The patchwork of the inland and river municipalities (Grand-Santi, Maripasoula, Saul) is not as thin as that of the coastal communes. The rougher the mesh, the more imprecise the identification of land potential
Although the deadline of 1 January 2020 is approaching and with it, the obligation for local and regional authorities to publish consolidated and standardised versions of their urban planning documents on the geoportal of urban planning, there are still difficulties in obtaining the existing regulatory zoning and following changes in them. In addition, municipalities without a planning document could not be treated in this study (Papaïchton, Apatou, Saint-Élie, Regina, Ouanary, Camopi). For example, 16 out of 22 municipalities have been analysed in this study. On the other hand, there is not yet a consolidated database of public easements.
With regard to altimeter data, the AUDeG did not have full coverage of Guyana. As a result, the slopes could only be calculated on Saint-Laurent, Mana, Kourou and the communes of the CACL (Cayenne, Rémire-Montjoly, Matoury, Macou-ria, Montsinéry-Tonnégrande and Roura).
Finally, the basis for this work is 2017, so some of the potential identified may no longer be relevant today.
Method
In terms of the method, reasoning on the plot and applying surface and compactness thresholds has led to the removal of small plots which, because of their contiguousness, may be subject to consolidation. Large tenings (more than 5 000 m²) were also not considered due to the difficulty of attaching them to a type of fabric and the fact that their mobilisation was more of extension than densification.
