The power of the project covers the boundaries of the Territorial Coherence Scheme (SCoT) in application to the communes forming part of the Métropole Européenne de Lille (MEL), the Community of Communes de la Haute Deûle (5 communes south of the metropolitan area) and the Community of Communes Pévèle Carembault (38 communes south-east of the metropolitan area). In addition, this right-of-way slightly exceeds this administrative limit, allowing data on the border area to the northwest and north-east of the present metropolitan territory, as well as the adjacent territories, over 2 to 8 kms outside the limits of the SCoT.
