In France, the territorial coherence scheme or SCOT is an urban planning document which sets out, at the level of several municipalities or groupings of municipalities, the basic guidelines for the organisation of the territory and the development of urban areas, in order to preserve a balance between urban, industrial, tourist, agricultural and natural areas. Established by the SRU Law of 13 December 2000, it sets the objectives of the various public policies on housing, economic development and displacement. The Urban Planning Code sets out the SCOT regime in Articles L.122-1 et seq.
