The Territorial Energy Climate Plan (PCET) is a territorial sustainable development project whose primary purpose is
the fight against climate change. It is mandatory for regions, departments,
urban communities, agglomeration communities as well as municipalities and
municipalities with more than 50,000 inhabitants.
Governed by the laws Grenelle 1 and Grenelle 2, it defines, within the respective spheres of competence of the community
and taking into account greenhouse gas emission balances:
1. Strategic and operational objectives in order to effectively mitigate and combat
global warming and adapting to it;
2. The programme of actions to be carried out in particular to improve energy efficiency, to increase the
renewable energy production and reduce the impact of activities in terms of gas emissions
greenhouse, in line with the objectives of EU energy and climate legislation;
3. A mechanism for monitoring and evaluating results.
When public authorities engage in the development of a territorial development project
sustainable or local Agenda 21, the territorial climate-energy plan is the climate component.
